







Recently, the Sichuan Provincial Department of Economy and Information Technology issued the Medium and Long-Term Development Plan for the Hydrogen Energy Industry in Sichuan Province (2025-2035) (Chuan Jing Xin Qi Che Gui Dao [2025] No. 99, hereinafter referred to as the "Plan").
The Plan is divided into six parts in total.
The first part is the planning background. It systematically analyzes the development status and trends of the global and national hydrogen energy industries, comprehensively dissects the development foundation of Sichuan's hydrogen energy industry, and summarizes and positions the development of Sichuan's hydrogen energy industry, providing support for the scientificity and rationality of the Plan.
The second part is the overall requirements, including guiding ideology, basic principles, and development goals. The Plan (Draft for Review) adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, takes "adapting to local conditions, building industrial clusters and strengthening the industry chain, independent innovation, market orientation, and safe development" as the basic principles, and proposes a "three-step" development goal for 2027, 2030, and 2035. Based on Sichuan's resource endowments and industrial foundation, it focuses on collaborative innovation across the entire hydrogen energy industry chain and diverse scenario applications, promoting the accelerated realization of building industrial clusters and strengthening the industry chain, as well as high-quality development of Sichuan's hydrogen energy industry.
The third part is the key tasks. The Plan systematically proposes 16 tasks across five aspects. First, in terms of steadily promoting the diverse application of hydrogen energy scenarios, it proposes four tasks: accelerating the large-scale application in the transportation sector, expediting the substitution application in the industrial sector, actively creating scenarios in the energy supply sector, and reasonably arranging diverse applications in the ESS sector. Second, in terms of comprehensively advancing the construction of a hydrogen supply network, it proposes three tasks: scientifically arranging hydrogen production facilities, steadily constructing a storage and transportation system, and comprehensively planning hydrogen refueling networks. Third, in terms of continuously enhancing the level of independent technological innovation, it proposes four tasks: accelerating breakthroughs in key technological innovations, improving the performance level of high-end equipment, promoting the construction of scientific and technological innovation platforms, and enhancing the support capacity of industrial talents. Fourth, in terms of accelerating the construction of an ecological system for the entire hydrogen energy industry chain, it proposes three tasks: cultivating a high-level enterprise echelon, strengthening the industrial synergy of hydrogen energy equipment, and promoting the integration of manufacturing and service industries. Fifth, in terms of establishing and improving a hydrogen energy safety standard system, it proposes two tasks: constructing a hydrogen energy standard system and improving the safety supervision mechanism.
The fourth part is spatial layout. Fully integrating with Sichuan Province's regional development strategies and the resource endowments of various regions, it prospectively proposes a strategic spatial layout of "one cluster, one base, one highland": namely, led by "anchor" enterprises, relying on the equipment manufacturing advantages of Chengdu, Zigong, Deyang, Nanchong, and other places, linking up with surrounding cities such as Mianyang and Leshan, and striving to build a high-end hydrogen energy equipment manufacturing cluster; relying on the clean energy resources in Panxi, north-west Sichuan, and other places, building a nationally important large-scale green hydrogen supply base to high standards; based on the entire province, systematically constructing a "one corridor, multiple routes" hydrogen transportation application system, a plateau hydrogen energy livelihood application demonstration belt, and a multi-point demonstration area for comprehensive application scenarios, and fully striving to create a highland for comprehensive hydrogen energy application demonstrations.
The fifth part outlines the safeguard measures. To ensure the implementation of the Plan, a series of safeguard measures have been systematically designed, mainly including strengthening organizational coordination, enhancing policy support, increasing financial guarantees, and strengthening factor guarantees. These measures aim to promote good synergy among all links of the industry chain, effectively drive continuous in-depth technological innovation and market promotion, and gather the strengths of all parties to jointly ensure the timely achievement of the planning objectives.
